The mall also housed the Regal MacArthur 18 movie theater, a popular entertainment destination offering the latest in cinema. This blend of shopping and entertainment made the mall a popular choice for families, groups of friends, and tourists.

The mall’s financial struggles came to a head when Starwood Capital Group, the mall’s owner, defaulted on a $750,000,000 loan. This financial setback added to the mall’s woes, casting a shadow over its future.

The City of Norfolk’s Intervention and Future Plans

To salvage the situation, the city of Norfolk stepped in. In March 2021, the city announced plans to tear down the mall by 2030 to accommodate new developments. This was followed by the city’s purchase of the mall, marking a significant turning point in the mall’s history.

Change in ownership did not stem the tide of store closures. Dillard’s, the last remaining anchor, announced its closure, leaving the mall with no anchors and casting a shadow over its near future.

The mall’s struggle to retain tenants and recent crime incidents have palliated its once-vibrant atmosphere. Yet, the city remains hopeful. The potential for redevelopment is high, and the city’s involvement could pave the way for a new chapter in the mall’s history.
